Biography

Junseok Kim is a doctoral researcher (PhD candidate) at Yonsei University’s Smart Infrastructure Laboratory and an Associate Director in the Construction, Claims & Expert Services division at HKA’s Seoul office. He previously worked as a Principal Consultant (Delay Lead) at Kim & Chang Law Firm and as a Senior Consultant at FTI Consulting. His professional work focuses on delay analysis, extension of time (EOT) claims, and technical analysis and advice for construction disputes and international arbitration.

His research examines how claims are handled in international construction projects, with a particular focus on how claim review and assessment processes vary according to the grounds for the claim and the decision-making structure.

Biography

Baul (Paul) Lee is a doctoral researcher at Yonsei University’s Smart Infrastructure Lab. He began his career at the Korea Rural Community Corporation as a Project Manager, working on the development and maintenance of water infrastructure projects. He then joined the Korea Research Institute for Construction Policy, where he conducted research on smart technology applications, construction policy, and specialized contractor policies. Later, he served as a Consultant and Researcher at Savills (Seoul office), focusing on real estate development consulting and market research. Currently, he works at Shinyoung Securities, specializing in real estate development and investment for Family Office and High Net Worth individuals.
